DRIVER IMPROVEMENT PROGRAMS - MARYLAND LOCATIONS ONLY The Driver Improvement Program is an Maryland Motor Vehicle Admistration required course for those drivers who have a total of 8+ points on their driving record and, for those drivers with a Provisional License who are convicted of a moving violation. The MVA will notify drivers who must take the course by mail. Drivers must check their MVA letter to locate the due date for completing this course. Drivers, whose license has been suspended or revoked, must complete the course before their license will be re-instated. Some drivers voluntarily take the course. Students are requested to bring their MVA letter, court letter or reinstatement and a pen to the course. Virginia Students Only The minimum age for obtaining a Virginia driver's license is sixteen years and three months. To obtain a Virginia learner's permit you must be at least fifteen years and six months. If you are under age 19, you must provide proof of successful completion of a state-approved driver education program and you must hold a learner's permit at least nine months before you can receive a driver's license. If you are age 19 or older and you have never held a license issued by any state, U.S. territory or foreign country, you must provide proof of successful completion of a state-approved driver education program or you must have held a learner's permit at least 30 days before taking the road skills test. You may get your learner's permit when you reach 15 years and 6 months of age. It allows you to operate a motor vehicle when a licensed driver at least 21 years of age is seated beside you.
